Slough Borough Council
AVL Consultancy have carried out two best value reviews over the course of the last few years. They were originally retained to carry out a best value review of Social Services and Meals on Wheels catering, which had been provided by a joint operation of the DSO and an external provider. The existing service was reviewed in depth, and consultation took place with service users.
This was one of the first best value reports produced under the Council's new Cabinet style administration, and following acceptance, AVL were commissioned to write specifications and tender out the hot delivered and frozen regenerated meals service.
Following the success of the Social Services review, AVL, more recently, have carried out a review of the School Meals Service, which is currently provided by an external contractor. Market research was carried out with over 2000 pupils and parents to ascertain their views on the service, and future needs. Consultation also took place with the incumbent and potential contractors, Head teachers and Governors. The best value review also encompassed comparisons with other authorities, compliance with Nutritional Guidelines and options for the future.
