Isle of Anglesey County Council

The school meals service on the Isle of Anglesey is a complex multi-site operation encompassing 48 primary and 5 secondary schools and 3 special units. It delivers 440,000 meals per year to pupils and staff.


When originally let, this was the first school meals service to be outsourced in Wales. Although this initial contract was generally successful, it was thought that improvements could be made regarding the standards of food quality, service delivery and financial stability. AVL Consultancy was appointed following a tough selection process on the basis of our impressive track record and proven ability.

Project Brief

Tendering the catering services, mobilisation of the new contract and the establishment of a robust monitoring system.

The tender followed the full OJEU processes and was to be let according to the most advantageous financial and operational outcome.

Our input required the production of a full set of tender documents including writing a new service specification, establishing a new per-meal pricing model and establishing dynamic evaluation criteria.

We were then retained to coordinate and manage the entire process of issue and return of tenders, bid evaluation, shortlisting, presentations and pre-award negotiations.

Outcome

AVL project managed the entire process. Specific input was sourced into the team from sector specialists to ensure the latest industry standards were established.

The PQQ resulted in significant level of interest from all the leading operators in the market. From this, a total of 7 companies were invited to bid.

Following a robust evaluation process, 3 highly competitive bids were shortlisted and the companies were invited to make a presentation to the evaluation panel.

The winning contractor has continued to deliver a service which saves money yet delivers an enhanced quality of service.
